H21 - Scientific and Engineering Unit: Employees in this unit perform work in the areas of the physical and biological sciences or in the field of engineering or architecture through applying principles, theories, practices, and methods generally learned through a four-year or advanced post-secondary course of study. There are approximately 858 employees in this unit. Approximately 5,145 employees are included in this unit.Į42 - Human Services Support: This unit consists of classifications engaged in the delivery of paraprofessional human services to the citizens of the State. There are approximately 2,988 employees in this unit.Ĭ12 - Security Unit: This unit includes non-professional employees involved in direct custody and treatment of inmates under the supervision of the Department of Corrections and residents of state facilities for the criminally insane.

Unit Code - UnitĪ02 - Safety and Regulatory: Employees in this unit are involved in one or more of the following activities: conducting inspections or investigations designed to detect violations of federal or state statutes, rules, regulations enforcing these rules, regulations, or statutes appraising the grade, condition, or sanitation of food, objects, activities, or procedures protection of person, buildings, grounds, or natural resources. The following chart provides a brief description of each unit, identifies the exclusive organization which represents employees in the unit, and offers a link to the contract covering employees in the unit. Employees in supervisory, managerial and confidential positions are ineligible for exclusive representation and collective bargaining. Currently there are 11 units eligible for collective bargaining of these, 10 units comprising approximately 71% of the total state classified work force are represented by exclusive representatives. The Rule provides for the state personnel director to establish bargaining units of eligible employees in broad occupational groups with a community of interest. Upon election of an exclusive representative, all conditions of employment for unit employees are established through negotiations between the Office of the State Employer, as the Governor's representative, and the exclusive representative. The Michigan Civil Service Commission has established an Employee-Employer Relations Rule which creates a system of collective bargaining for determining conditions of employment including compensation for state classified employees.
